Kids Need Our Ward meeting

The Children’s ward at the RAH has been saved, at least for now, as Greater Glasgow and Clyde Health Board finally realise that closing the ward at the hospital will affect many other services and have a catastrophic domino effect on the Hospital.

The unexpected news came as KNOW campaigners prepared to lobby Tuesday’s Health Board meeting, at which it was expected that the closure of the ward would go out to consultation.

Now the health board say that

Overall service provision should be incorporated into the wider strategic review of clinical services across NHSGGC to ensure that all of the implications in relation to other services are considered within the wider strategic framework.

They at last admit that

The paediatric inpatient service at RAH interfaces with a number of other services, which require to be considered as part of the wider and more strategic review, including:

  • Emergency Department & Adult Medical Services
  • Maternity Unit/Neonatal Intensive Care Unit
  • Surgery and Anaesthetics Directorate, specifically ENT, Ophthalmology, Orthopaedics, General Surgery, Anaesthetics and Critical Care
  • Diagnostic Services

This means that they now know that they can’t close the ward without it having a disastrous effect on the hospital and overall service provision across the area, which is what KNOW has said all along.

But this is far from the end of the matter. The report makes it clear that the financial and staffing pressures that formed the “drivers for change” have not simply gone away. The health board will still find it difficult to manage it’s rotas in the coming years, but our campaign has always said that the answer to these pressures should never be to centralise services.

The two main drivers for change were the European Working Time Directive, which bodies have had 13 years to prepare for and Modernising Medical Careers, a set of rules that brought changes to the way doctors are trained to create a “consultancy led service”. Both of these menat that there are real staff pressures on hospitals inclusing the RAH, essentially a shortage of middle grade doctors, but we have always said that services shouldn’t have to suffer from these pressures.

Clinicians that we have spoken to have advised us that rota pressures could be alleviated by making consultants to fill the gaps in middle grade doctors and if the issue is costs, then the health board should demand more money.

KNOW campaigners are delighted that RAH is safe, for now, but this wider review combined with the financial pressure on NHSGGC means that they will be back, maybe not for the children’s ward, but for something, so our campaign will keep a watching breif.

HEALTH BOARD LOBBY

Kids Need Our Ward will lobby the next meeting of Greater Glasgow and Clyde Health Board for a third time to stop the closure of the children’s ward at the Royal Alexandra Hospital.

The board meeting meeting, which will be held on Tuesday, 21 February 2012 at 9.30 am, in Gartnavel Royal Hospital Campus in Glasgow, is set to discuss the launch an official consultation on closing the ward and this may be an opportunity to stop the planned closure in its tracks, providing we can convince board members to vote against sending the matter for consultation. We are confident that there is a sound case for keeping the ward open based on local demand and this is why we are appealing to people to come and help speak and distribute material to board members as they enter the meeting

KNOW GOES TO PARLIAMENT

As Greater Glasgow and Clyde Health Board finalises it’s pre-consultation report, set to recommend consulting the public about possibly closing the children’s ward at the Royal Alexandra Hospital, Kids Need Our Ward is heading to the Scottish Parliament on Thursday 12th January for a meeting with Scottish Liberal Democrat leader Willie Rennie, to discuss the Health Board’s options for the future of the children’s ward and to canvass support for keeping the ward open.

The campaign has already been successful in getting the issues around the proposed ward closure raised in Parliament with at least six questions coming from local MSPs from various parties. There was even a motion calling on the health board to withdraw plans to close the ward which carried cross party support, but fell in December. One of the points of the discussion with Mr Rennie, will be about the effective use of Parliamentary Motions and other forms of Parliament Business, as we go forward toward consultation.

MSP to Investigate Concerns

Kids ward campaigners, fighting to retain paediatric services at Ward 15 in the Royal Alexandra Hospital in Paisley received a welcome boost as MSP Annabel Goldie agreed to investigate the concerns of familes.

Local mum Sandra Webster, whose two boys, Callum and Lucas, use the ward regularly, met the MSP at her surgery in Paisley Town Hall on Monday December 12th and discussed the drivers for change, the health board’s options and the practical problems faced by families if services are moved.
Annabel agreed to look into the transport issues and to write to health minister Nicola Sturgeon, who will make the final decision on the future of the ward.
Annabel, as the former leader of the Scottish Conservatives is still a major figure in Scottish Politics and as we continue to build and present our case for keeping the ward open, it will not only become more important to demonstrate the widest range of support, part of which includes political support from across the spectrum, but it will be very useful to draw on the expertise and experience of major political figures. Right now, we have a situation where Renfrewshire Council’s health board reprsentative, Cllr Brian Lawson, has already said he will vote against any moves to close the ward, a stance that has been encouraged by all groups in the Council. the campaign is working closely with local councillors, drawing on their skills and knowledge and we have support from MSPs George Adam and Neil Bibby. With Liberal Democrat leader Willie Rennie agreeing to meet the campaign in the new year, the momentum is still building.
The next steering group meeting will be in early January, where the campaign will plan more activities aimed at raising awareness, building support and making our case for keeping ward 15 open

HEALTH BOARD LOBBY

Kids Need Our Ward got into the Christmas spirit as Santa joined campaigners outside Greater Glasgow and Clyde Health Board’s offices on Tuesday to press the case for keeping the children’s ward at the RAH.

Twenty-Five campaigners turned up to lobby the board members as they entered the meeting, passing out leaflets and interacting with members and observers.

Despite the actual issue not being even on the agenda as expected, the lobby was a fantastic success, with good natured and constructive discussions taking place with many people in and around the board.

KNOW looks forward to the next health board meeting, which will likely take place in February and will almost certainly bring up the matter of the consultation.

In the meantime, we will continue to raise awareness and build support for keeping the ward.

HEALTH BOARD LOBBY

Kids Need Our Ward are set to lobby a Crucial Health Board Meeting, due to take place on Tuesday 20 December, 9.30 am, in the Board Room, J B Russell House, Gartnavel Hospital in the West End of Glasgow

Greater Glasgow and Clyde Health Board will soon decide whether or not to proceed to a formal consultation on the closure of the children’s ward (Ward 15) of the Royal Alexandria Hospital in Paisley and it is vital that Board members attending the meeting hear the voices of children, parents and relatives who believe that the closure would be a catastrophe for our children and for everyone who cares about maintaining this first class service.
KNOW is organising a lobby of the Board meeting and urges anyone who can make it along this Tuesday to come to Gartnaval Hospital around 9am
Campaigners from Paisley are meeting at 8am at the Council offices in Cotton Street Paisley, where we will provide transport to the lobby.

OPTIONS APPRAISAL PROCESS COMPLETE

As the Community Engagement Team from Greater Glasgow and Clyde Health Board (NHSGGC) finalises its options appraisal process, an important step has been taken towards closing the Royal Alexandra Hospital’s childrens ward.

The options appraisal consisted of two events held at the Glynhill Hotel, where options were the drivers for change, the criteria for service provision and the options for RAH ward 15 were all discussed.

The Community Engagement Team now write a report to NHSGGC, presenting them with four options:

  1. Keep the children’s ward at the RAH
  2. Close the ward in 2012, transferring paedaitric in-patient services to Yorkhill, before transferring again to the new Southern General Hospital in 2015
  3. Keep day services at the ward, closing overnight services and transferring bed spaces in 2012, transferring services to Yorkhill, before transferring again to the new Southern General Hospital in 2015
  4. Closing the ward in 2015 and transferring services to the new Southern General hospital

The pre-consultation report will most likely be discussed at the next NHSGGC meeting on December 20th
